Rehabilitation of incarcerated people in all States of the United States

The United States has the highest incarceration rate in the world. At the end of 2019, there were 2.1 million people behind bars in the United states, it incorporates 1.43 million people under the custody of Federal and state prisons and around 745,200 local jails. Mass incarceration in the US has led to several obstacles such as overcrowding, infringement of fundamental rights, health risks, use of drugs, absence of basic needs. Rehabilitation is a key part of the United states prison policy. Prisoners were encouraged to develop occupational skills and to resolve psychological obstacles such as aggression and substance abuse that assist them to reintegrate into society. Most of the states of the US are trying to reduce recidivism in the following ways such as from day one, identifying an inmate’s individualized “criminogenic” needs, quipping inmates with information and resources as they return to the community ,launching a tablet-based pilot program for inmate education, encouraging inmates to develop marketable job skills, prioritizing mental health treatment for inmates, helping inmates maintain family ties while incarcerated, reducing the use of solitary confinement and other forms of restrictive housing. This article will have elucidated the different forms of rehabilitation for incarcerated people in different States of the US.

1. Alabama

Alabama Department of Corrections (ADOC) provide Substance Abuse Programs, Educational, Vocational and Pro-Social Educational Programs, Sex Offender Services, Mental Health Services Chaplaincy Services that reduces recidivism by providing prisoners with needed tools to assist them in becoming law-abiding citizens. The Residential Substance Abuse Treatment (RSAT) for Alabama Prisoners Program assists states and local governments to develop and implement substance abuse treatment programs, detention facilities and to create and maintain community-based aftercare services for offenders.

2. Alaska

The Alaska of Department of Corrections is an agency of the state government responsible for rehabilitation of the incarcerated people. It provides secure confinement, reformative programs, and a process of supervised community reintegration to enhance the safety and security by reforming the lives of incarcerated people. Moreover, Offenders are treated in a safe and humane manner by providing boot camps, drug rehabilitative programs, educational training, vocational training and half day release programs.

3. Arkansas

The Arkansas Community Correction (ACC) is responsible for the rehabilitation of the incarcerated people by providing an alternative to traditional prison, intended to help reintegrate residents into their communities. 4. Arizona

The Arizona Department of Corrections, Rehabilitation & Reentry, is the statutory law enforcement agency responsible for the incarceration of inmates in 13 prisons in the U.S. state of Arizona. The rehabilitation programs are designed to reduce recidivism among adult offenders by improving their behaviors, skills, mental health, social functioning, and access to education and employment. 5. California

The California Department of Corrections and Rehabilitation (CDCR) is working for the rehabilitation of the incarcerated people such as anger management, vocational skills training, educational opportunities, and even trauma support groups, are vital to ensuring inmates who are reintroduced to society have the life skills necessary to stay on the right path. Furthermore, Offenders released during a given fiscal year from a CDCR adult institution are followed for a three-year follow-up period. 7. Connecticut

8. Delaware

The Delaware Correctional Reentry Commission (DCRC)  provides all vocational training to the incarcerated people, academic education, substance abuse treatment, re-entry services , conservation Camp Program,  and programming from the time a person enters a correctional facility until they are ultimately reintegrated back into the community.

9. Florida

The Florida Department of Corrections (FDC) is liable for approximately 96,000 inmates incarcerated and nearly 166,000 offenders on active community supervision. It provides basic life skills, academic and vocational education, substance abuse treatment, and re-entry services to inmates transitioning from prison to the community.

10. Georgia

The Georgia Department of Corrections (DOC) currently runs 12 RSAT programs across the state. These programs are based on two population types; people who are incarcerated and nearing release and people who are on probation referred as an alternative to incarceration group and individual counseling. Furthermore, it provides substance abuse programs, educational, vocational and pro-social educational programs, sex offender services, mental health services that reduces recidivism by providing incarcerated people with needed tools to assist them in becoming law-abiding citizens.

11. Hawaii

The Hawaii Department of Corrections (HDOC) provides rehabilitation of the incarcerated people such as anger management, vocational skills training, educational opportunities, drug rehabilitation, conservative camps, enhancing soft skills training are vital to ensuring inmates who are reintroduced to society have the life skills necessary to stay on the right path and contribute better services to the society.

12. Idaho

The Idaho’s Department of Correction (IDOC) is not only responsible for incarcerating adult felons but also for supervising probationers and parolees in the community. Moreover, it provides supervision and treatment that concentrate on drug and alcohol rehabilitation, relapse prevention, anger management, conflict resolution, life and social skills, job readiness, parenting skills, and employment-related skills.

13. Illinois

The Illinois Department of Corrections (IDOC) provides rehabilitation to the incarcerated people by focusing on the people most likely to commit more crimes, use evidenced-based programs proven to work and ensure the delivery of services is high quality and target places where crime and recidivism rates are the highest. 14. Indiana

The Indiana Department of Correction (IDOC) assisting incarcerated people by providing  vocational trainings, mental health trainings , academic education, substance abuse treatment, re-entry services , conservation camp program and programming from the time a person enters a correctional facility until they are ultimately reintegrated back into the community and consider their self as an important part of the society.

15. Iowa

The Iowa Department of Corrections(LDOC) provide rehabilitation to the incarcerated people. It provides educational trainings, vocational trainings, drug rehabilitation services, conservative camps and skill based programs in order to make the incarcerated people as a better human.

16. Kansas

The Kansas Department of Corrections provides the state’s correctional facilities, both juvenile and adult. It administer the state’s parole system, boot camps, educational and vocational trainings, drug rehabilitative programs and skills based programs for the incarcerated people so they will be able to contribute their skills to the betterment of the society.

17. Kentucky

The Kentucky Department of Corrections is assisting the incarcerated people by providing substance abuse programs, educational, vocational and pro-social educational programs, boot camps and provide funding to the community based organizations for reentry services.

18. Louisiana

The Louisiana Department of Public Safety & Corrections has been working to reduce its incarceration rate. It provides a wide array of programs that are available at all state correctional institutions for the rehabilitation of incarcerated people. Moreover, it provides programs including faith-based, mental health issues, educational training, vocational training, drugs rehabilitative and boot camps.

19. Maine

The Maine Department of Correction providing a safe, secure, and humane correctional environment for the incarcerated offender. It promotes rehabilitation to the incarcerated people by providing work opportunities and a comprehensive treatment plan that encourages the offender to re-enter society as a law-abiding and productive citizen. 22. Michigan

It has 31 prison facilities, and a special alternative Incarceration program, together composing approximately 41,000 prisoners. The Correctional Facilities Administration (CFA) is responsible for the state’s prisons and camps, including the Special Alternative Incarceration (boot camp), educational trainings, vocational trainings and drug free programs.

23. Minnesota

The Minnesota Department of Corrections is liable to rehabilitate the incarcerated people. It provides boot camp which is a traditional military institutional program for 6 months and supervised release aftercare, drug rehabilitative programs, mental health awareness, educational trainings, vocational trainings and community services.

24. Mississippi

The Mississippi Department of Rehabilitation Services (MDRS) community rehabilitation programs that provide vocational assessment, job training, and actual work experience for individuals, drug rehabilitation programs and community services.

25. Missouri

The Missouri Department of Corrections operates state prisons in the U.S. state of Missouri. The Missouri Department of Corrections has 21 facilities statewide, including 2 community release centers. It provides a full range of mental health services through a contracted provider, boot camps, educational, vocational and soft skills trainings. Moreover, Institutional treatment centers (ITC) provide structured comprehensive substance use disorder treatment for incarcerated, parole and probation violators.

26. Montana

The Montana Department of Corrections (MDOC) operates state prisons and manages community-corrections programs. It provides educational training, vocational trainings, skill based trainings, mental health awareness and drug rehabilitative programs to the incarcerated people.

27. Nebraska

The Nebraska Department of Correctional Services’ (NDCS) provides clinical treatment, non-clinical (cognitive/behavioral) programming, education, vocational and life skills training and engagement in pro-social activities to the incarcerated people.

28. Nevada

The Nevada Department of Corrections (NDC) provides rehabilitation programs to reduce recidivism among adult offenders by improving their behaviors, skills, mental health, social functioning, access to education and employment. 29. New Hampshire

The New Hampshire Department of Corrections  overseeing the state correctional facilities, supervising probation and parolees, and serving in an advisory capacity in the prevention of crimes and rehabilitation of the incarcerated people. Moreover, it provides a safe, secure, and humane correctional system through effective supervision and appropriate treatment of offenders, and a continuum of services that promote successful re-entry of incarcerated people into the society.

30. New Jersey

The New Jersey Department of Corrections (NJDOC) is responsible for operations and management of prison and rehabilitation of the incarcerated people. The department operates 13 major institutions such as seven adult male correctional facilities, three youth facilities, one facility for sex offenders, one women’s correctional. It provides educational training, vocational trainings, skill based trainings, mental health awareness and drug rehabilitative programs to the incarcerated people for their better contribution to the society.

31. New Mexico

The  New Mexico Corrections Department (NMCD) operates corrections facilities, probate and parole programs, a prisoner reentry services, and an offender database. It enables prisoners to undertake meaningful remunerated employment which will facilitate their reintegration into the country’s labour market and permit them to contribute to their own financial support and to that of their families. 32. New York

The New York State Department of Corrections and Community Supervision (NYSDOCCS) maintains the state prisons, parole system and rehabilitation of the incarcerated people. It is responsible for the care, confinement, and rehabilitation of approximately 31,400 incarcerated people at 52 prisons. Moreover, it provides educational training, vocational trainings, boot camps and offer inmates an opportunity to improve their employment potential.

 

33. North Carolina

The North Carolina Department of Correction (NCDOC) provides rehabilitation to the incarcerated people by providing drug and alcohol rehabilitation, relapse prevention, anger management, conflict resolution, life and social skills, job readiness, parenting skills, and employment-related skills.

34. North Dakota

The North Dakota Department of Corrections and Rehabilitation (DOCR) provides rehabilitation of the incarcerated people such as anger management, vocational skills training, educational opportunities, drug rehabilitation, conservative camps and mental health awareness sessions.

35. Ohio

The Ohio Department of Rehabilitations and Corrections protects and supports Ohioans by ensuring that adult felony offenders are effectively supervised in environments that are safe, humane, and appropriately secure. It reduces recidivism by providing supervision, care and security of inmates in a correctional environment through educational trainings, vocational trainings and drug rehabilitative sessions.

36. Oklahoma

The Oklahoma Department of Corrections provides educational, employment, counseling, wellness and physical and mental rehabilitation to the incarcerated people. These include boot camp, home detention, intensive supervision, and day reporting. 37. Oregon

The Oregon Department of Correction works for the rehabilitation of the incarcerated people. The rehabilitation programs are designed to reduce recidivism among adult offenders by improving their behaviors, skills, mental health, social functioning, and access to education and employment. Moreover, an alternative incarceration program (AIP) is an intensive prison program for select inmates to address criminal risk factors.

38. Pennsylvania

The Pennsylvania Department of Corrections (PADOC) is the Pennsylvania state agency that is responsible for the confinement, care and rehabilitation of approximately 37,000 inmates. There are currently 23 state correctional institutions, one motivational boot camp, one central training academy, 14 community corrections centers, and the DOC contracts with approximately 40 contractors across the commonwealth that provide transitional services to the incarcerated people.

39. Rhode Island

The Rhode Island Department of Corrections (RIDOC) works for the rehabilitation of the incarcerated people. The rehabilitation programs are designed to reduce recidivism among adult offenders by improving their behaviors, skills, mental health, social functioning, and access to education and employment. The Correctional Health Program delivers quality, cost-effective health care services to adult offenders in South Dakota’s correctional facilities. It is supervising parolees to the incarcerated people, substance Abuse programs, educational, vocational and pro-social educational Programs, boot camps and reentry services in order to make the incarcerated people as a responsible citizen.

42. Tennessee

The Tennessee Department of Correction is responsible for the oversight of more than 20,000 convicted offenders in Tennessee’s fourteen prisons. It provides programs such as reentry programs, educational trainings, Jobs to the offenders, religious services, boot camps, offender health care and drug rehabilitative programs.

 

43. Texas

The Texas Department of Criminal Justice (TDCJ) is responsible for statewide criminal justice for adult offenders, including managing offenders in state prisons, state jails, and private correctional facilities, funding and certain oversight of community supervision, and supervision of offenders released from prison on parole or mandatory supervision.

44. Utah

The Utah Department of Corrections (UDC) is a government agency dedicated to the management and supervision of convicted felons and rehabilitation of the incarcerated people. The rehabilitation programs are designed to reduce recidivism among adult offenders by improving their behaviors, skills, mental health, social functioning, and access to education and employment. Moreover, it provides educational training, vocational training, drug rehabilitative programs and boot camps.

45. Vermont

The Vermont Department of Corrections is liable for overseeing correctional facilities, supervising probation and parolees, and serving in an advisory capacity in the prevention of crime and rehabilitation of the incarcerated people.

46. Virginia

The Virginia Department of Corrections (VADOC) is the government agency responsible for community corrections and operating prisons  and rehabilitation of the incarcerated people. The Wisconsin Department of Corrections (WIDOC) is an administrative department for corrections of state prisons and rehabilitation of the prisoners. It is responsible for supervising parolees to the incarcerated people, substance abuse programs, educational, vocational and pro-social educational programs, boot camps and reentry services in order to make the incarcerated people as a responsible citizen.

 

50. Wyoming

The Wyoming Department of Corrections (WDOC) provides rehabilitation services to the incarcerated people. It incorporates comprehensive educational programs, treatment programs, and pre-release rehabilitative programs for offenders while in prison. These programs focus on cognitive behavioral Interventions, pre-release education, planning, skills, drug rehabilitative programs.

Conclusion

Every State of the United States is providing rehabilitation services in different forms in order to make them a responsible citizen as no one is born as a criminal. It is the society and past experiences, which makes the person as criminal so rehabilitation is the right of every accused. It is worth to mention that taking a freedom of moment which is a legal, social and fundamental right is the greatest punishment once an accused is incarcerated.
